Abstract

This study discusses the instruments of extended deterrence provided by the United States to its non-nuclear allies and demonstrates that these instruments have been established in a compromise manner to not only deter adversaries but also to reassure allies and align with U.S. strategic interests. Specifically, extended deterrence for NATO allies and Indo-Pacific regional allies has evolved distinctly, reflecting differences in regional alliance structures, levels of institutionalization, and geostrategic characteristics. However, the advent of a nuclear multipolarity and the spread of geopolitical crises due to great power competition have widened the gap in threat perceptions and confidence in the extended deterrence between non-nuclear allies and the United States, leading to the emergence of preferences for indigenous nuclear armament, as seen in South Korea. According to the survey experiment conducted in this study, the South Korean public prefers forms of extended deterrence that enhance autonomy in South Korea-the U.S. relationship, which helps explain the preference for indigenous nuclear armament. In this context, while there is a high preference for the development of cutting-edge technology, there is a lower preference for the deployment of U.S. tactical nuclear weapons or strategic assets on the Korean peninsula. These results highlight the implications for guiding the cooperative direction between the U.S. and South Korea to ensure the sustainability of the nuclear consultative group established under the 2023 Washington Declaration.
