Abstract

What explains the widespread public support for nuclear armament in South Korea? While previous studies focus on North Korea, U.S. extended deterrence, and economic sanctions, recent surveys linking nuclear weapons to national prestige suggest additional explanatory factors. This study examines how considerations of national prestige influence public attitudes toward nuclear armament, drawing on the norms model in nuclear proliferation literature. It also introduces the risks of radioactive contamination and the time required for nuclear armament as new explanatory factors. Using a conjoint experiment, this study compares the effects of these factors with those of security-related considerations. The findings show that national prestige benefits, such as “joining the global nuclear club” and “enhancing military sovereignty,” significantly increase support for nuclear armament, surpassing the security benefit of “deterring North Korea’s nuclear threat.” In contrast, national prestige costs, such as “reputation as a pariah state” and “diplomatic isolation,” along with the “risk of radioactive contamination,” reduce support more than the security cost of “Japan’s potential nuclear development.” This study highlights the public-expert perception gap on nuclear armament and underscores the need for public engagement on its consequences, as well as efforts to reinforce the credibility of the nonproliferation regime.
