민간위탁서비스 핵심운영요인이 운영성과에 미치는 영향에 관한 실증 연구: 전국 민간위탁서비스 담당 공무원을 대상으로

본 연구는 공공서비스 중 최접점에서 국민에게 공급되는 전국 민간위탁서비스(일반공공행정, 공공질서 및 안전, 교육, 문화·관광, 환경보호, 사회복지, 보건, 농림·해양수산, 교통, 국토·지역개발, 과학기술, 산업·중소기업, 외교)품질을 높이기 위한 핵심운영요인이 무엇인지, 그리고 민간위탁서비스 속성인 대리인 이론(Principal-agent Theory)측면의 통제·자율 요인이 민간위탁서비스의 핵심운영요인(조례, 입찰, 비용, 평가)과 운영성과(비용절감, 업무개선)에 조절적 영향을 미치는지에 대한 실증적 분석을 하였다. 전국 246개 자치단체 민간위탁 13,277 사무 담당공무원 1만 명을 대상으로 설문조사를 실시하였다. 회수된 유효한 524샘플의 자료를 분석하여 연구모델을 검증하였고 그 결과는 다음과 같다. 첫째, 민간위탁서비스 핵심운영요인(조례, 입찰, 비용, 평가)이 운영성과(비용절감, 업무개선)에 영향을 미치는 것으로 분석되었다. 둘째, 통제·자율요인이 민간위탁서비스 핵심운영요인과 운영성과와의 관계에 조절적 영향을 미치는지에 대해서는 8개의 가설 중 입찰요인과 비용절감, 입찰요인과 업무개선에 대한 2개의 가설만이 부의 조절효과가 있는 것으로 검증되었다. 이는 민간위탁서비스 담당공무원의 인식이 수탁사의 경영권(재정운영권, 직원채용 및 관리권, 프로그램운영 및 시설운영권)을 보장해 줄수록 비용절감과 업무개선이 잘 안될 것이라는 결과이며, 이는 수탁사의 경영의 자율권을 보장해 주는 것보다 통제가 더 중요하다고 인식하고 있는 것으로 해석할 수 있다.
Abstract
This research is an empirical analysis of the core operational factors to increase the quality of frontline contracted out public services(general public administration, public order and safety, education, culture and tourism, environmental protection, social welfare, health, agriculture, forest and marine, traffic, land development, science and technology, industry and enterprise, diplomacy); and whether the control and self-control factors of the Principal-Agent Theory can produce an accommodative effect on the core operational factors of contracted out service(ordinance, tendering, cost, assessment) and operational performance. 13,277 contracted out service managers of the 246 local governments were sent the questionnaire by the email. Out of this, 524 respondents responded. The conclusion of this research is as follows. First, the core operational factors of contracted out service(ordinance, tendering, cost, assessment) would give an affect on operational performance(cost saving, service improvement). Second, regarding the accommodative effect of the control and self-control factors of the Principal-Agent Theory on the relationship between the core operational factors of contracted out service and operational performance, only two 2 hypotheses, the tendering factor/ the cost saving and the tendering factor/ the service improvement, out of eight hypotheses, have a negative effect. The reason of this second result is presumes that the more service contractors have a full control of management(financial management, staff hiring and management, right of program and facility operation), the less likely there will be cost savings and service quality improvement.
