토지피복도를 통해 본 새만금 지역 토지이용 변화에 대한 시계열적 분석

농지조성을 목적으로 계획된 새만금사업은 사업이 진행되면서 내부 개발계획이 수차례 변경된 사업이다. 새만금 내부 개발사업은 초대형 간척지라는 특수성뿐만 아니라 장기간 진행되는 사업이라는 점에서 계획의 실행에 있어 여러 유동성이 나타나고 있다. 새만금 개발의 특수성에 주목하여 본 연구는 토지피복도를 활용하여 방조제 건설 이전인 1980년대부터 2020년대 중반까지 새만금의 토지이용 변화를 추적하였다. 이와 함께 누적 경로 분석을 통해 단편적인 시점 비교를 넘어, 각 토지의 변화 ‘이력’을 복원하였다. 이를 통해 새만금의 변화가 수역→습지→나지와 같이 뚜렷한 과도기적 단계를 거치는 복합적인 과정임을 정량적으로 밝혀낼 수 있었다. 현재 새만금의 육지부는 나지화 과정을 거치고 있다. 나지는 향후 다른 용도의 토지로 이용될 수 있는 개발 잠재지이자, 내부 토지가 이용되지 못하고 있는 새만금의 현주소를 보여주는 것이기도 하다. 본 연구의 분석 결과는 현재 진행 중인 새만금 개발사업의 현 단계를 점검하는 기초 자료로 활용될 수 있을 것이다.
Abstract
The Saemangeum Internal Development Project, characterized not only by its scale as a mega-reclamation site but also by its long-term implementation, has exhibited considerable variability in planning and execution. Focusing on the distinctive nature of Saemangeum’s development, this study traced land-use changes from the 1980s—prior to the construction of the seawall—to the mid-2020s using land cover maps. In addition, cumulative trajectory analysis was employed to move beyond fragmentary time-point comparisons and to reconstruct the transformation “histories” of individual land parcels. Through this approach, the study quantitatively revealed that the transformation of Saemangeum follows a complex, transitional sequence—typically progressing from water area to wetland and then to barren land.
