공기업 조직혁신을 위한 선행요인이 조직성과에 미치는 영향: 조직혁신의 매개효과를 중심으로 한 한국과 중국 공기업의 비교연구

초록

세계화와 지식기반사회에 직면하여 경쟁적 환경에 대응하기 위해서, 각 기업들은 혁신활동을 통해 조직의 성과를 제고하려 노력해 왔다. 반면, 국제경제력의 강화 필요, 국내외 경제여건의 급변 및 경제의 글로벌화에 대해 상대적으로 독점지위에 있는 공기업은 다소 비경쟁적이었으며, 따라서 경제의 비효율성을 초래한 경우가 많았다. 그러나 공기업은 국가경제 전체에서 큰 비중을 차지하고 있기 때문에, 공기업의 경영효율성 증진과 국제경쟁력의 강화는 중요한 이슈이다. 그 중요성으로 인해 공공부문의 혁신은 지속적으로 추진되어왔으나, 충분한 준비와 면밀한 검토 없이 진행된 경우가 많아, 그 성과 향상에는 다소 한계가 많았다. 이러한 상황을 반영하여, 본 연구에서는 공기업 성과의 중요한 요인들이 무엇이며, 어떻게 조직혁신을 통해 최종적인 조직성과에 영향을 미치는지를 분석하고자 했다. 즉, 조직혁신이라는 매개변수를 활용하여 선행요인(독립변수)들 - (거래적/변혁적)리더십, (부서간)협력, 정부정책 - 과 조직성과(종속변수) 사이에서 어떻게 성과 향상에 기여하는지도 고찰하고자 했다. 분석 결과를 토대로, 서로 다른 소유형태에 따라 운영된 한국과 중국 공기업 혁신의 영향요인을 비교하고, 그 시사점과 향후 연구방향을 모색하였다. 연구 결과, 리더십, 협력, 정부정책이라는 선행변수가 공기업의 조직혁신과 공기업의 조직성과에 중요한 영향을 미치며, 거래적 리더십을 제외하고 대부분의 선행변수와 조직성과 사이에서 조직혁신이 긍정적 매개역할을 하고 있었다. 또한 특이한 사항으로는, 중국 공기업의 경우 정부정책이 조직혁신에 정(+)의 효과가 나타나지 않았으며, 한국 공기업의 경우 거래적 리더십이 조직혁신에 정(+)의 효과가 나타나지 않았다는 것이다.

Abstract

Most of enterprises have been sought to improve their performances through the organizational innovation in recent knowledge-based and global competition era. Globalization causes the national and international economic conditions changes to a free competitive market system, increasing the competitiveness of private enterprises and producing economic inefficiencies of state-owned enterprises (SOEs) which have monopoly power. The SOEs is regarded as important key players in the national economy, hence the promotion of their management efficiency and strengthening of the competitiveness is a critical issue for the growth. However, most SOEs have failed to attain good performances since they had promoted organizational innovation without adequate preparation and scrutiny. This study analyzed what factors are associated with organizational innovation which may lead to SOEs’ good performances. Results showed that the ‘organizational innovation’ was considered as a mediator in the relationship between precedent variables [ ‘(transformational/transactional) leadership’, ‘(departmental) collaboration’, ‘government policy] and performance. That is, leadership, collaboration and government policy had significant impacts on organizational performance in the public sector, while organizational innovation played mediating roles in the relationship between most precedent variables [ ‘transformational leadership’, ‘(departmental) collaboration’, ‘government policy] and organizational performance. Special points are that government policy don’t have a significant effect on organizational innovation in Chinese SOEs, while transactional leadership don’t affect organizational innovation in Korean SOEs.
