Abstract
This paper analyzes the compact city policy of Toyama City, Japan, to derive implications for urban regeneration in South Korea. South Korea is facing the crisis of regional city decline due to low birth rates, population aging, and migration to the Seoul metropolitan area, while Japan has experienced similar challenges such as depopulation and urban hollowing-out. Since the mid-2000s, the Japanese central and local governments have promoted the compact city model, among which Toyama has become a leading case. By introducing Light Rail Transit (LRT) and improving the quality of public transportation, Toyama presented a long-term vision for revitalizing the city center and attracting population inflows, becoming a model example of compact city policy in Japan. For South Korea, adopting micro-level approaches such as the compact city strategy can be an efficient and practical way to cope with regional city decline. Although it is institutionally and financially difficult to develop large-scale public transportation infrastructure as a core competitive advantage of urban regeneration, as in Toyama, it is necessary to establish regeneration strategies tailored to small and medium-sized cities. In the era of population decline, such strategies may provide more realistic alternatives than relying solely on grand national strategies.
