Abstract

This study examined how Korean newspapers frame the swine flu which we might call the biggest public health risk Korean society ever experienced. Cho Sun Ilbo and Hankyorae Shinmun were selected for analysis. The result showed that news media focus overly on the dramatic elements of the incident causing fear and anxiety. However, when the public response reaches almost the state of panic, the news emphasizes responsible actions of the governments and the overreaction of the public. By so doing, the news media contribute to the maintenance of the existing order. In terms of the frame categories, despite the large amount of news reporting, two news papers rely on a handful of similar frames. Both the newspapers focus particularly on the status of the pandemic, which result in the individualization of responsibility as well as the invisibility of fundamental causes of the disease.
