1991년 4월 26일에 벌어진 강경대의 폭행치사 사건은 노태우 정부의 위기로 연결되었다. 정부는 5공 청문회에 이어 또 하나의 정치적 위기를 맞이했다. 정부는 공권력의 폭력성을 비난하는 반정부세력의 시위와 반정부 여론을 효과적으로 관리함으로써 위기를 돌파해야 했다. 정부의 위기 해결의 메커니즘은 5월과 6월에 연이어 발생한 두 정치적 사건에 대한 정치적 해석과 이미지 구성과정으로 만들어졌다. 학생들의 연쇄분신과 외국어대 총학생회의 국무총리 폭행은 정부 및 언론을 포함한 친정부 행위자들이 반정부 세력의 정치적 이미지를 부정적으로 조형하는 데 결정적인 요인이 되었고 그러한 과정을 통해 정부는 정치적 위기를 효과적으로 해결할 수 있었다. 전국에서 개최하기로 계획된 반정부 시위가 대규모로 축소된 것과 지방선거에서 여당의 압도적 승리가 그러한 사실을 간접적으로 말해주고 있다.
Abstract
The death of Kang Kyong-dae, a student of Myung-ji University, by police’s assault, occurred on April 26, 1991, has led to the crisis of Roh’s government. The government should meet another political crisis, after one brought about by the hearing to 5e Republic. It had to breakthrough this crisis by the effective management of anti-governmental manifestations and opinions. The solution has been found in process of political interpretation and image-making about the two successive affairs, occurred in Mai and June. They were a serial self-burning of several students and youths and a students’ violence of prime minister. They have made a crucial social climate in which the government and pro-governmental actors including the media could construct a negative image of anti-governmental actors, that has consequently made possible that government has passed the second crisis. Two facts can verify indirectly it, one, a large-scale reduction of anti-governmental manifestations planned to be held in numerous cities, the other, the overwhelming victory of governmental party in municipal election.
