영문 『시정연보』를 통한 조선총독부의 대외선전 전략과 국제사회의 시선

조선총독부는 매년 방대한 행정문서의 결산이자 압축본으로서 『시정연보』(1906-1942)를 발행했다. 여기에 필요한 정보들을 추가하여 영문으로번역한 영문 『시정연보』(1906-1939)가 대내외 선전의 중요 자료로 널리유포되었다. 한국내 선교사들은 선교보고서 작성이나 교세확장을 위한 선교방침의 기초자료로 활용했고, 각국 영사들 또한 중요 참고자료로 소장자료에 누락본이 없도록 챙겼다. 국제 여론의 주요 거점인 미국에는 일본 선전기관인 「일본학회」를 중심으로 영문 『시정연보』 등의 선전물이 대량 유포되었다. 영문 『시정연보』는 유력한 친일 학자들의 서평이나 인용을 통해 알려지고, 태평양을 둘러싼 국제문제 연구자들은 ‘비상한’ 관심으로 정독했다. 영문 『시정연보』가 활용되고 있는 수많은 인용 기사들과 저술들은, 일본이생산해내는 통계와 데이터에 찬탄하면서, 한국이 ‘발전’했다는 일본의 주장을 무엇보다 통계를 통해 확인할 수 있다는 점을 평가했다. 그러나 한편으로영문 『시정연보』의 허수와 기만성, 특히 정부 생산의 공식통계가 가지는편향성에 대한 지적도 적지 않았다. 국제 여론의 장에는 치열한 반일-친일지형이 있었고, 특히 외교가에서는 일본의 한국 통치가 의미하는 바에 대한심각한 경고가 상존했다. 영문 『시정연보』가 과시하는 산업생산액의 높은통계가 송신하는 바는 그것이 언제든 전시산업으로 전환될 수 있다는 가능성이라는 점을 국제사회는 예의주시했다.
Abstract
The Japanese colonial Government-General in Korea published the Annual Report On Reforms And Progress in Chosen (1906-1942), a condensed collection of a large volume of administrative documents issued every year. The English translation of the Annual Reports (1907-1939) which also contained additional information necessary for foreigner were widely disseminated as an important source of internal and external propaganda. Missionaries in Korea used the Annual Reports as the source of basic information for preparing mission reports or policy to expand Christianity, while foreign consulates also made sure to collect all the volumes and used them as the key reference for data. In the United States that based the international public opinion, the Annual Report and other similar materials were disseminated through the Japan Society, the official Japanese overseas propaganda agency. The English Annual Reports were made known to the world by prominent pro-Japan scholars who referenced them and wrote their reviews. International Relations researchers of the Pacific region also paid close attention to the Annual Reports. Their numerous writings that cited the Annual Reports supported the Japanese government’s claim that Korea had achieved based on the statistical data presented in the Reports. On the other hand, there was also criticism against the Japanese biases and misrepresentation, espeically in statistics regarding industrial production. There were fierce pro-Japanese and anti-Japanese sentiments within the international public opinion, especially regarding the implication of Japanese rule of Korea among the diplomatic circle. In addition, the international community worried that the high industrial productivity indicated in the Annual Reports statistics could turn into military industry at a time of war.
