Abstract

This thesis examined the background of the dispatch of officials to international conferences by the Chosen Government General[朝 鮮總督府] and their activities during Japanese colonial era. The Chosen Government General sent 22 officials to various international conferences from 1912 to 1936. Eleven officials attended conferences in the field of railroad, most of them being senior officers of the Railroad Bureau[鐵道局]. They were mainly dispatched to the conferences to implement and expand the international liaison transport[國際連絡運輸] of the Chosen Railway, and also conducted inspection and investigation activities to support the railroad policies of the Chosen Government General. The postal bureau[遞信局] officials paid attention not only to the postal administration, but also to wireless communication facilities and technologies. Academic Affairs Bureau[學務局] officials were dispatched to investigate academic and case studies in the United States and Europe necessary to rationalize the implementation of Chosen Government General's “realization of education[敎育實際 化]” and “youth military training[靑年訓練]” policies. In addition, technical officials engaged in research institutes such as the Fuel testing & mineral processing center[燃料選鑛硏究 所], Fisheries experiment station[水産試驗場], Agricultural experiment station[勸業模範場], and professors of governmental higher education institutions such as Keijo Medical College[京城醫學 專門學校], Suwon Agricultural and Forestry college[水原高等農林學 校] were dispatched to the international conferences. They were dispatched to international conferences for the purpose of technical development and data collection on the current tasks of the Chosen Government General, such as the use of anthracite coal, analysis and processing of aquatic products, and land improvement.
