Abstract

This paper analyzes North Korea's assessment of and response to the Russia-Ukraine war. North Korea approaches the Russia-Ukraine war from a New Cold War perspective. Accordingly, Pyongyang regards this war as a confrontation between the United States and its allies versus Russia. It uses this perspective domestically as a justification for its possession of nuclear weapons. Furthermore, since signing the “Treaty on Comprehensive Strategic Partnership” with Russia, North Korea has been leveraging strengthened cooperation with Russia as a means to break out of international isolation. In contrast, Pyongyang defines its relationship with South Korea as that of two hostile states, thereby intensifying tension on the Korean Peninsula. These strategic moves by North Korea appear to be based on a realistic calculation: while it can expect economic and military benefits from closer ties with Russia following the Russia-Ukraine war, the practical gains it could obtain from South Korea, which participates in international sanctions against the DPRK, are inevitably limited.
