Abstract
In this paper, the initial policy position of the U.S. on Kuril Islands dispute between Russia and Japan will be analysed through the claims of American scholars who did analysis of archival documents such as W. Averell Harriman collection of Library of Congress and John Foster Dulles collection of Princeton University and other scholars including Russian and Japanese scholars. Kuril Islands dispute and the U.S. position on it means great. It is of great importance and implications for inferring the position of U.S. on Dokdo Island matter between Korea and Japan constantly raised by Japan. According to the arguments of American scholars who analysed archival documents, the United States never agreed to the permanent transfer(cession) of the entire Kuril Islands to the Soviet Union by Yalta Agreement(1945.Feb.) and General Order No. 1(1945.Aug.). They claimed that the policy of the United States since the Yalta Conference was rather accommodating both Moscow and Tokyo can reach a territorial solution by direct negotiations. As a try to assist Japan in this negotiation process, Dulles, the Secretary of State attempted to suggest that Okinawa scheduled to return to by the United States will never be returned to Japan if Japan agreed to return the Kuril Islands to the Soviet Union. According to the policy position of the United States, the Kuril Islands still remains as Japanese territory in the absence of a peace treaty between the Soviet Union and Japan.
