한국 개발초기 여성참여와 리더십 발전과정 분석: 1970년대 농촌의 새마을 여성 지도자들의 활동을 중심으로

초록

세계의 개발경험을 살펴보면, 여성이 스스로의 운명을 결정할 수 없는 나라는 대체로 가난에서 벗어나지 못하였다. 1970년대 한국의 여성들 역시 오랫동안 가부장적 문화에서 차별과 제한을 받으면서 살아오던 중 새마을운동에 참여하면서 리더십의 변화를 겪게 되었다. 이 논문은 ‘변화의 리더십’(Transformational Leadership) 이론을 분석틀로 사용하여, 1970년대 한국의 여성 새마을 지도자들의 리더십 변화와 발전과정을 분석하였다. 변화의 리더십의 발전단계 중 한국의 여성들은 방치와 체념 단계, 소극적 일탈단계, 거래나 보상에 의한 경영단계, 그리고 이상적 영향력 단계가 순서를 뛰어넘어 비교적 빠른 속도로 발전하였다. 요컨대, 리더십 발전의 순차적인 단계론과 달리, 1970년대 한국여성들의 리더십 발전과정은 그 단계가 중첩되거나 동시다발적으로 이루어졌다. 시사점은 첫째, 생활습관의 변화와 소득증대 연계전략의 효과, 둘째, 마을기업가 정신과 여성들의 리더십의 상승효과, 셋째, 마을총회에 참여하면서 여성들은 정치적 리더십을 강화시켰고, 사회적 지위를 향상시키는 데 도움이되었다. 따라서 향후 개발정책을 수립할 때는, 이러한 요소들을 고려하여 연계전략, 단위전략, 협력전략, 동시다발 전략, 정치적 리더십 등 중요한 급소(tipping point)를 찾아 전략적 시너지를 발생할 수 있도록 하여야 할 것이다.

Abstract

The world history shows that the country without empowerment and self-determination for women could not escape from poverty. Korean women until the 1970 were restricted and discriminated in their status under patriarchal culture. However, with the introduction of Saemaul Undong, opportunities for active participation and leadership development were given to them. These opportunities had great effects on them to change their roles and leadership. Using this transformational leadership model, this paper analyzed the participation and leadership development of women Saemaul Undong leaders in the relationship between the community and women Saemaul leaders in the 1970s. The research shows that the women Saemaul contributors’ leadership surpassed men because they had a great effect on changing their communities and modernizing living environments by dedication, feminine leadership, and emotional intelligence. Eventually, this shows ‘leader-follower fit’ by building interaction of actors, trust, and confidence to followers. It was a confluence in the transformational leadership.
