Abstract

This study examines how North Korea’s perception and institutional response to K-Culture have changed under the leadership of Kim Jong-un. The analysis draws on official North Korean sources, such as the Rodong Sinmun, and incorporates both domestic and international materials to contextualize the findings. The results indicate that North Korea frames K-Culture through themes such as differentiation from South Korea, denunciation as low-grade culture, and the role of youth. These perceptions are reinforced and implemented through various laws and institutional mechanisms. Based on these findings, the study suggests the need for mutual cultural exchanges grounded in reciprocity and the formulation of long-term policies aimed at inter-Korean social integration.
