중국 고속철도 산업의 선발국 추월에 관한 연구 - 글로벌 성공요인과 한국에 대한 시사점을 중심으로 -

2008년에 고속철도를 개통한 중국은 고속철도 선발국인 일본, 프랑스, 독일과 동시에 합작을 추진하여 고속전철을 개통하였고, 2011년에는 독자모델 CRH380을 개발하여 운행을 시작하였다. 일본, 프랑스, 독일이 지배하고 있던 세계 고속철도 시장은 후발국 중국의 등장으로 인해 기존 구도가 완전히 바뀌었다. 즉, 중국은 선발국 모두를 뛰어 넘어 터키, 사우 디아라비아, 모로코, 헝가리-세르비아, 라오스, 이란, 인도네시아, 태국에 고속철도를 수출하였고, 고속철도 세계 시장점유율은 철도차량 기준으로 69%로 세계 1위를 달성하였다. 본 연구에서는 중국이 고속철도 선발국들을 제치고 세계 1위가 될 수 있었던 원인을 제품경쟁력, 수출금융, 중국정부의 대외정책의 3가지 차원으로 나누어 분석해보았으며, 이러한 요인들이 효과적으로 결합된 성과가 수출로 나타났다고 판단하였다. 아울러, 중국의 글로벌 추월 성공요인을 한국의 고속철도 수출경쟁력 분석에 활용하여, 한국의 문제점과 미래 대응방안을 도출하였다. 본 연구를 통하여 고속철도 후발국 중 유일하게 선발국 추격과 추월에 성공한 중국의 글로벌 전략을 파악할 수 있을 것이고, 한국과 같은 다른 후발국의 고속철도가 해외에 진출하기 위해 필요한 조건들에 대한 시사점을 얻을 수 있을 것으로 기대된다.
Abstract
In 2008, the first high-speed railway of China was opened between Beijing and Tianjin. As a late mover in the world high-speed railway industry, China made cooperative relationship with the first movers of Japan’s Kawasaki heavy industries, France’s Alstom, and Germany’s Siemens Group at the same time. In 2011, China introduced the first independent model of CRH380 series and went global. China joined the top rank of the world high-speed railway market in 2017, and exported its own model to 8 countries – Turkey, Saudi Arabia, Morocco, Hungary-Serbia, Laos, Iran, Indonesia, and Thailand. The research question of this study is to analyze how China could stand in the first rank in the world high-speed railway market. This study founded three factors of China’s success. The first is competitive advantages of China’s HSR products, Second is export financing that were very helpful to export to undeveloped countries. Third is Chinese government’s foreign policies such as “One Belt and One Road” policy took a promotive role in entering foreign HSR market. In addition, we used the success factors of China‘s global overtaking to analyze the export competitiveness of the high - speed railway in Korea, and found out the problems and future countermeasures in Korea. Through this study, it will be possible to understand the global strategy of China which succeeded in pursuing and overtaking the first country of the high-speed railway, and suggests the conditions necessary for the high-speed railway of other late countries such as Korea to go abroad.
