관료제와 ‘관료’의 탈일체화: James Q. Wilson의 관점을 중심으로

본 연구는 관료제에 대한 James Q. Wilson의 관점을 토대로 관료와 관료제의 탈일체화(disidentification) 현상을 살펴본다. 지금까지 관료제 연구가 관료제와 관료의 일체화된 개념을 전제로 연구되어 왔으나 관료제로부터 관료들을 분리하는 탈일체화의 시각을 제시하고자 한다. 이를 위해 Weber 관료제가 가지는 구조적 특성을 비인간성(impersonality), 반주관성(unsubjectivity), 그리고 무재량성(indiscretionality)으로 구분하고, 이에 대응하여 관료들의 감정적 측면과 태도적 측면, 그리고 행동적 측면에서 탈일체화 현상을 분석한다. 관료제로부터 관료들의 탈일체화 현상에 대한 정책적 대응으로 개인화된 관료제, 다양성 관리, 그리고 사회적 자본의 형성을 제시한다.
Abstract
Based on James Q. Wilson’s perspective, this paper aims to examine the disidentification of bureaucrats from bureaucracy. Max Weber’s ideal-type bureaucracy connotes three fundamental attributes: impersonality, unsubjectivity, and nondiscretionality. The three attributes are paradoxically revealed in reality by bureaucrats working inside the bureaucracy. In spite of a lot of pressures on bureaucrats by bureaucracy to keep their attributes active, bureaucrats’ emotion, attitude, and behavior are overtly or covertly expressed at their will. Their emotion wanes impersonality, their attitude fades unsubjectivity, and their behavior nondiscretionality. A group of practical cases and statements are presented to prove their own expressions. Finally, the paper recommends constructing individualized bureaucracy, promoting diversity management, and creating social capital in bureaucracy
