발달장애인 고용 창출을 위한 스마트팜 비즈니스 추진 전략: ㈜푸르메여주팜 사례를 중심으로

초록

발달장애인의 증가율과 청년 비중이 점점 높아지고 있지만, 그들이 취업할 수 있는 양질의 일자리는 많이부족하다. 이러한 일자리 문제를 해결하기 위해 푸르메재단은 스마트팜 기반 비즈니스 모델을 개발하고 사회적 파트너십을 활용하여 추진하였다. 그 결과로 컨소시엄형 장애인 표준사업장인 푸르메여주팜이 설립되었다. 그리하여 본 연구는 푸르메여주팜 사례를 대상으로 사회적 파트너십에 기반한 비영리조직의 비즈니스 추진과정을 분석하여 비영리조직이 어떻게 사회적 파트너십을 형성하고 운영하였으며, 그 과정에 중요하게 작용한 요인이 무엇인지를 알아보았다. 사례분석 결과, 비영리조직인 푸르메재단은 스마트팜 건립을 위한 사회적 파트너십을 형성하기 위해 전략적 적합성이나 보완성을 가질 수 있는 파트너를 탐색하고 참여를 제안하였다. 그래서 기업, 지자체, 공공기관, 시민사회 등 다양한 영역의 주체들이 상호보완적 역할을 수행하며 공동의 목표를 달성할 수 있었다. 또한 푸르메재단은 파트너십 관리를 위해 형성단계에서 운영 원칙과 파트너 역할을 정하고, 파트너 관계관리의 전담부서를 두어 파트너 조직과 개별적으로 접촉하고 필요한 자원이 적절하게 제공될 수 있도록 조정기능을 수행하였다. 그리고 사회적 파트너십 형성에 파트너 조직의 사회적 책임 의식, 푸르메재단의 신뢰및 사회문제해결역량이 중요한 요인으로 작용한 것으로 보인다. 특히 푸르메재단의 사회문제해결역량을 바탕으로 한 신뢰는 사회적 책임 의식이 높은 파트너의 사업 참여에 중요한 영향을 미친 것으로 보인다. 푸르메여주팜 사례는 민간영역의 비영리조직이 주도한 비즈니스로, 발달장애인을 위한 양질의 일자리 창출, 여러 주체의 협력에 의한 사회적 가치 실현이라는 점에서 의미가 있으며, 이론적, 실무적 측면에서 여러가지 시사점을 제공한다.

Abstract

While the growth rate of people with developmental disabilities and their youth proportion are increasing, there are very few good jobs for them. To solve this problem, the Purme Foundation, a non-profit organization, developed a smart farm-based business model and promoted it using a social partnership. As a result, Purmeyeoju Farm was established as a consortium-type standard workplace for the disabled. This study analyzed the process of promoting the smart farm business based on the social partnership in the case of the Purmeyeoju Farm and investigated how the NPO formed and operated the partnership and what factors influenced its formation. This study shows that the Foundation explored organizations that had strategic fit or complementarity with each other and proposed them to participate in the partnership for the construction of the smart farm. Therefore, organizations from various sectors have achieved their common goals by playing complementary roles. And the Foundation set operating principles, defined partner’ roles at the formation stage, and had the planning team perform a boundary-spanning role to manage the partnership. This study presents the sense of social responsibility of partner organizations and trust and social problem-solving capabilities of the Foundation as influencing factors of the partnership formation. The case of Purmeyeoju Farm is meaningful in that it was led by a NPO, developed good jobs based on the smart farm and realized social values through collaboration of various organizations, and provides several theoretical and practical implications.
