Abstract

Korea's Safety Speed 5030 policy is a measure that limits the speed to 50 km/h on main roads and 30 km/h on side streets to reduce pedestrian accidents in urban areas. Previous studies have confirmed positive effects such as a decrease in pedestrian fatalities after the policy implementation; however, traffic congestion has become prominent in some areas, leading the National Police Agency to discuss lifting the policy in specific sections in 2023. This study aims to precisely estimate the heterogeneous policy effects of Safety Speed 5030 according to road characteristics in Seoul using a nonparametric method (Causal Forest DML) that considers spatial heterogeneity, and to propose customized safety policies for different road corridors in Seoul based on these findings. Analysis of Seoul traffic accident data collected by TAAS from 2020 to 2021 revealed that while some roads showed adverse effects with increases in serious injuries or the Equivalent Property Damage Only index, there was a significant decrease in serious injuries in pedestrian and vulnerable road user accidents. This suggests that the policy's effectiveness in reducing accident severity varies depending on road structure, traffic volume, and other characteristics, emphasizing the need for customized road management and pedestrian-centered policies. The Causal Forest DML methodology used in this study, unlike traditional regression analysis or propensity score matching methods, can precisely capture heterogeneous effects across different roads and learn complex nonlinear relationships, providing a useful analytical framework for evaluating the effectiveness of traffic safety policies and designing customized policies in the future.
