지상·해상·공중의 3차원 전장이 사이버 영역을 포함한 다중(多重) 전장으로 확대되면서여전히 미완(未完)의 영역이자 무한한 잠재력을 지닌 사이버 공간은 전략적 무기가되어 공공·민간영역 모두에게 심대한 타격을 줄 수 있는 국가안보를 위협하는 중요한패러다임의 한 요소가 되고 있다. 이에 선진국들은 사이버 안보 강화를 위한 기술력확보와 디지털 인재 양성에 많은 투자를 집중하고 있으며, 특히 이스라엘은 대학-방위산업체-군으로 이루어진 인력확보 시스템 구축과 함께 이스라엘 방위군(IDF)의 공세적인 사이버 전략을 통한 국가적인 노력을 기울이고 있어 많은 시사점을 보여준다. 따라서 이 글에서는 우리 군도 군-산-연 안보연합체 구성을 통한 인재와 기술의 확보와함께 공세적 사이버 작전체계 구축을 위한 사이버 통합전략사령부 설치를 제언하였다.
Abstract
As the three-dimensional battlefield of the ground, sea, and air expands to multiple battlefields, including the cyber domain, cyberspace, which is still incomplete and has infinite potential, becomes a strategic weapon, becoming an important paradigm that threatens national security. As a result, advanced countries are focusing on securing technology to strengthen cybersecurity and fostering digital talent, and Israel is making national efforts through the offensive cyber strategy of the Israeli Defense Forces (IDF) along with the establishment of a manpower system consisting of universities, defense companies, and military. Therefore, this article suggested the establishment of a cyber integrated strategy command to secure human resources and technology through the formation of a military-industrial-Yonan security alliance and to establish an offensive cyber operational system.
