중국 해군력 현대화 평가와 전망

초록

지금까지 주로 다루어져 왔던 중국 해군력 증강에 대한 평가 기준이 주로 중국 정부의 국가정책 또는 국가전략 발전에 따른 광의적 접근에 의거 이루러져 왔다면, 향후 중국 해군이 부여받은 확대된 역할을 수행하기 위해 요구되는 작전적 요구사항을 충족하고 있는가를 판단하는 협의적 접근이 요구되고 있다. 이에 본 논문은 중국 해군력 현대화를 실질적 능력 발휘측면에서 평가하여 현대화 성과와 제한점에 대해 살펴보고 위협 여부에 대한 평가를 식별하는 것을 목적으로 작성되었다. 아울러 다음과 같은 중국 해군력 현대화 추진에 있어 개선방안이 식별되었으며, 이에 대한 중국 해군이 실천 여부가 중국 해군 위협론을 평가하는 중요한 관건이 될 것이다. 향후 중국 해군은 지금과 같은 나홀로식의 현대화 추진으로는 경쟁국 해군력과 맞설 수 없을 것이다. 해서 중국은 거의 초강대국 지위를 지향하는 국가로서 지역내 공동해양안보에 대해 기여하는 등의 국제사회에서의 정치적 성숙도를 시현함으로써 러시아뿐만이 아닌 미국 등의 선진국과의 협력을 전제로 한 협력적 현대화를 추진해야 할 것이다. 중국 해군력 현대화는 양적으로는 위협이 될 수 있을지언정 질적으로는 아직도 갈길이 먼 수준이자 형국이다. 중국 해군은 미국 주도의 국제질서 또는 지역안보 구도에 대한 부정적 시각에 따른 “나홀로식” 해군력 현대화 보다 뜻을 같이 하는 국가의 해군과 해군협력을 긍정적으로 보는 “협력적” 현대화를 추진할 수 있는 전략적 여유를 가져야 할 것이다.
