Abstract
At the heart of local government debt risk, one of China's three risk factors, is implicit debt known as ‘hidden debt’. The Chinese government announced that local government implicit debt was 14.3 trillion yuan at the end of 2023, and announced a large policy package of 12 trillion yuan in November 2024 to resolve it. The main method is to issue low-interest, long-term local government bonds to replace high-interest, short-term implicit debt. This study examines the contents and performance of this local government implicit debt resolution policy and critically considers the problems and limitations that emerged during its implementation. After the implementation of the policy, the size of implicit debt decreased by about half, from 14.3 trillion yuan to 7.15 trillion yuan until November 2025. As a result, transparency in debt was improved, significant maturity extensions and interest cost reduction were achieved, local liquidity pressures and debt risks were greatly reduced. In addition, it was announced that the number of financing platform(LGFV) decreased by 71% at the end of September 2025 compared to March 2023 as the urban investment corporation's withdrawal of financing platforms was actively promoted to curb the increase in new implicit debt. However, this study revealed that the following problems exist in the process of implementing the implicit debt resolution policy. First of all, the government's announcement that implicit debt at the end of 2023 is 14.3 trillion yuan is very unreliable. This figure appears to be only about 1/3.5 to 1/4 of the actual estimated implicit debt(50 to 60 trillion yuan). In addition, the exit of the urban investment corporation from the financing platform was formally promoted. Even after the exit, many urban investment corporations are unable to convert into independent market entities with their own profit-generating capabilities. Furthermore, China's rigid research environment, which makes it difficult to directly criticize government statistics and policies, and the tendency of local governments to perform formal tasks solely to fulfill political duties were observed. As a result, even after the policy goal of resolving implicit debt by the end of 2028 (or June 2027) is formally achieved, the actual debt risk is expected to remain unresolved.
