이 연구의 목적은 AP 프로그램을 일반고로 확대하기 위한 방안을 탐색하기 위한 것이다. 이를 위하여 현재 과학고․영재학교에서 운영되고 있는 AP 프로그램의 운영 현황 및 실태를 분석하고 정책변동이론에 근거한 거시적 관점에서 확산 가능성을 탐색하였으며, 그 결과 일반고로의 AP 프로그램의 확산을 위해 고려해야 할 사항을 도출하였다. 첫째, 현재의 AP 프로그램은 AP 지원센터를 통해 체계적으로 운영되면서 성과를 인정받고 있지만 다른 한편에서는 일반고 학생들의 참여기회 제한, 대학에서 학점이 제한적으로 인정되는 등의 문제점이 발견된 만큼 이를 극복하기 위한 제도적 방안을 마련할 필요가 있다. 둘째, 중앙부처 차원에서 일반고로의 AP 프로그램 확산을 위한 공감대는 형성되었으나, 정책추진을 위한 제반 환경 조성 및 정책대상 집단에 대한 유인책이 부족하여 정책 하위체계의 정책행위자 사이에 충분한 동의가 확보되지 못한 것으로 보인다. AP 프로그램의 확산 과정에서 대학-대교협 등이 정책변화를 반대하는 옹호연합 집단을 형성할 경우 많은 갈등이 발생할 수 있는 만큼 이를 해소하기 위한 정책중개자의 역할이 중요하다. 이는 교사, 학생, 학부모 등 개인화된 옹호연합을 포함하여 대학, 대교협 등 조직화된 옹호연합과의 합의 및 타협을 이끌어 내기 위한 유인 정책으로서 대학입시 반영, 관련 법․제도의 정비, 학점인정을 위한 평가의 신뢰성 확보 등을 위한 구체적인 방안 마련이 필요함을 의미한다.
Abstract
The purpose of this study is to explore strategies for expanding the Advanced Placement (AP) program to high schools. This study involves a comprehensive analysis of the current operational framework and status of the AP program in science and gifted schools, coupled with an examination of the potential for dissemination from a macro-level perspective based on the theory of policy change. As a result, considerations for spreading the AP program to high schools were identified. First, while the current AP program is recognized for its effectiveness through systematic management by AP support centers, limitations such as restricted participation opportunities for high school students and the limited recognition of AP credits by colleges have been identified. Consequently, there is a pressing need to establish institutional measures aimed at addressing these issues. Second, despite a consensus regarding the expansion of the AP program to high schools at the central government level, insufficient policy infrastructure and incentives for the targeted policy group have hindered unanimity among policy actors within the policy subsystem. The potential formation of opposing coalitions, such as universities and university councils during the dissemination process, highlights the crucial role of policy mediators. This involves the development of incentive policies to lead to agreements and compromises with both individualized and organized advocacy coalitions, including teachers, students, parents, universities, and university councils. Additionally, specific measures are imperative, including reflections on college admissions processes, revisions of pertinent laws and systems, and ensuring the reliability of evaluations for credit recognition.
