Abstract

Trade union movements in Spain began in the democratic transition when Franco’s dictatorship ended. Trade unions were divided between the CCOO (Workers’ Committees) and UGT (General Union of Workers). At the beginning of the transition, they all participated in the social pacts initiated by the Spanish government. However, as the Socialist Party (PSOE) took over the government in 1982 and implemented neoliberal policy, the two main unions changed strategies. Rather than competing among themselves, they cooperated in opposing the social pact. They negotiated with the government on a case by case basis and sometimes called general strikes. I argue there were two main factors that caused the change in union strategies. One was political: the special context of democratic transition and the special decision-making process of the PSOE government. The second was the unique labor relationship system of ‘work committees’ (comites empresa). While Spain’s trade unions were divided politically, work committee elections (so-called ‘union elections’) were very important in building the unions’ organizational strength. These elections forced the unions to respond to the demand of workers by changing strategies.
