텍사스 주는 2003년부터 ‘텍사스 지식·기능 평가(Texas Assessment of Knowledge and Skills)’라는 새로운 교육평가 제도를 시작한다. 텍사스 지식·기능 평가는 과거 평가제도에 비해 주 교육과정과 밀접한 관련을 맺고 개발되며 학생들의 학력을 측정하는 도구로 사용될 것이다. 텍사스 주의 평가제도는 1980년 ‘텍사스 기초기능평가(Texas Assessment of Basic Skills)’부터 시작하여 4차례의 큰 변화를 겪었으며, 그때마다 점점 더 엄격해진 모습으로 변해왔다. 일정 점수 이상을 얻지 못하면 졸업을 할 수 없고, 학생들의 평가 점수가 낮은 학교는 연방 및 주 정부로부터 제재를 받게 된다. 엄격해지는 평가제도가 교실을 암기교육의 장으로 만든다는 비판이 있기는 하지만, 부시 행정부하에서 평가 시스템은 더욱 강화될 전망이다. 사회과에 대한 평가는 1995년 처음으로 ‘텍사스 학력평가(Texas Assessment of Academic Skills)’에 포함된 이래 매년 실시되고 있다. 8학년의 사회과 교육과정이 미국사 중심이므로 평가 역시 미국사를 중심으로 실시된다. 10, 11학년을 대상으로 한 사회과 평가는 세계사 및 세계지리 과목을 포함한다.
Abstract
Since the first statewide testing was launched in 1979, Texas assessment system has been getting rigorous. The research on the history of Texas assessment system shows several characteristics of the Texas educational reform : (a)Testing has featured prominently in the Texas educational reform, (b)Texas educational reform is ?top-down? style, (c)Texas assessment system has been getting rigorous, and (d)The result of standardized test controls the accountability of school and school district. Some protesters complain that students are being constrained by ?drill-and-kill? rote learning because of the rigorous test. The social studies TAKS are designed to assess those portions of the Texas state-mandated curriculum (TEKS). Social studies assessment is administered for 8th, 10th, and 11th grade students. Since 8th grade social studies in TEKS consist of the American history, the assessment of 8th grade social studies focuses on American history. Both the 10th and 11th grade assessment include world history and world geography studies.
