Abstract

This study explores sustainable strategies for Korean “Smart Island” platforms under demographic extinction risks, as many islands already have elderly shares exceeding 40% compared with the national 20.3% in 2025. It criticizes existing smart city and smart island policies for overemphasizing 5G and IoT infrastructure while underinvesting in citizen-centric services and legal–institutional foundations, and instead proposes a K-AI Human OS–based park golf wellness model as a core demonstrative service tailored to super-aged island communities. Using a mixed-methods design that combines statistics, regulatory and policy analysis, and stakeholder interviews, the study derives key legal, institutional, fiscal, and socio-digital constraints and presents an integrated execution strategy—phased regulatory sandbox pilots, island-level Smart Island Task Forces, data·API-centered public–private ecosystems around “park golf producers,” and senior-friendly Zero UI/UX with living lab participation—arguing that only the combined innovation of law/institutions and wellness-oriented service content can secure the long-term sustainability of Korean smart island platforms.
