본 연구는 초고령사회로 접어든 현시점에서 노인의 디지털 접근성 향상과 건강관리, 사회참여를 지원하기 위해 도입된 스마트 경로당 활성화 방안을 도출하기 위해 수행되었다. 이를 위해 스마트 경로당에 참여한 경험이 있는 노인, 진행자, 운영자, 기관책임자 등 3개 그룹 총 11명을 대상으로 포커스그룹인터뷰(FGI)와 개별 면담을 실시하여 자료를 수집하였다. 참여자는 스마트 경로당의 경험, 실무 진행 여부, 정책적 경험 등을 고려해 목적 표집 방식으로 선정되었다. 인터뷰 분석 결과, 총 4개의 주제와 11개의 범주, 24개의 하위범주로 도출되었으며, 이를 통해 지역사회 기반의 스마트 경로당의 여가복지 기능과 활성화 전략을 다각도에서 도출할 수 있었다. 특히 스마트 경로당 참여로 노인들의 건강관리 향상, 디지털 기기 활용에 대한 거부감 완화, 사회적 소통의 기회 확대 등 복합적 기능을 통한 노인복지체계에 새로운 대안을 제시할 수 있었다. 향후 스마트 경로당의 지속 가능한 발전을 위해서는 실증적 연구와 정책적 근거를 마련하여 지역사회와 유기적으로 소통하고, 현장의 욕구를 반영한 체계적인 접근을 통해 지역 간 복지 격차를 효과적으로 해소할 수 있을 것이다.
Abstract
This study was conducted to develop strategies for revitalizing Smart Senior Citizen Hall, introduced to enhance elderly individuals' digital accessibility, health management, and social participation in the context of an aging society. To achieve this, focus group interviews(FGI) and individual interviews were conducted with 11 participants from three groups: elderly individuals with experience in Smart Senior Citizen Halls, facilitators, and program administrators. Participants were purposively selected based on their experience with the program, practical involvement, and policy-related roles. The analysis of the interviews resulted in the identification of four main themes, 11 categories, and 24 subcategories, providing a multifaceted perspective on the leisure welfare functions and revitalization strategies of community-based Smart Senior Centers. Notably, the participation in Smart Senior Citizen Halls led to improvements in health management, a reduction in resistance to digital technology, and an expansion of social interaction opportunities, offering a new alternative for the elderly welfare system. For the sustainable development of Smart Senior Citizen Hall, it is crucial to establish empirical research and policy foundations, foster effective communication with local communities, and adopt a systematic approach that incorporates the needs of the field. This will contribute to the effective reduction of welfare disparities across communities.
