초록

(Purpose) The Purpose of this study is to identify generational types of childcare perceptions among mothers for overcoming the ultra-low fertility crisis and to examine the policy acceptability characteristics of each type. (Design/methodology/approach) This study employed Q methodology, a qualitative quantification research approach, to analyze childcare perceptions. Data were collected from 35 mothers across seven generations (from 20s to 80s) through purposive sampling. Q statements (60 items) were developed through literature review, focus group discussions, expert consultations, and individual interviews. The collected Q-sort data were analyzed using principal component analysis (PCA) and Varimax rotation with PQMethod 2.35 software. (Findings) The analysis identified five distinct types of childcare perceptions: Type 1 (Structural Crisis Recognition, n=8, mainly 50s-70s), Type 2 (Trust-Based Policy Acceptance, n=7, mainly 40s-50s), Type 3 (Individualized Parenting Orientation, n=7, mainly 30s-40s), Type 4 (Social Solidarity Pursuit, n=6, mainly 20s-30s), and Type 5 (Traditional Family-Centered, n=4, mainly 70s-80s). The cumulative variance explained was 52.56%, meeting Q methodology standards. Each type demonstrated distinct patterns of policy acceptability: conditional acceptance, proactive acceptance, selective acceptance, solidarity-based acceptance, and family-centered acceptance. (Research implications or Originality) In contrast to previous studies focusing primarily on policy effectiveness evaluation and fertility rate improvement, this study provides a comprehensive understanding of policy recipients' subjective perception structures and generational differences using Q methodology. The findings suggest the necessity of generation-specific and type-specific customized policy design for ultra-low fertility crisis management. This study contributes to the literature by empirically demonstrating the virtuous cycle structure between policy trust and policy acceptability, and by identifying consensus areas across generations that can serve as a foundation for policy trust building.
