본 논문은 사회환경변화에 따라 발생하는 자원봉사의 영향지표와 그에 따른 자원봉사활동의 중점역량을 살펴봄으로써 이를 통한 자원봉사 생태계 대응 방향을 논의하는 데 그 목적이 있다. 이를 위하여 고령화, 저출생, 1인가구 증가, 다문화사회, 제4차 산업기술, 사회서비스 확대, 국제개발 원조 확대, 시민참여 확대, 기업의 ESG, 기후 위기 등 주요 사회･환경 변화 요인들을 분석하였다. 이러한 분석 결과에 따라 노인 돌봄 지원체계, 가족 유형 및 양육 방식의 다양화, 공동체 생활 양식, 상호문화주의 확대, 인간성 회복, 자원봉사서비스의 다양화, 국제사회에서의 자원봉사활동, 자원봉사활동 영역의 확대, 자원봉사 영역의 모호성, 글로벌 환경 대응과 같은 자원봉사 영향지표 및 중점역량을 제시하였다. 이를 바탕으로 지속 가능하고 건강한 자원봉사 문화 확산을 위한 자원봉사 생태계의 대응 방안을 제시하였다.
Abstract
The purpose of this paper is to discuss the future direction of the volunteer ecosystem by examining the impact indicators of volunteering arising from socio-environmental changes and the corresponding core competencies required for volunteer activities. To this end, the study analyzed major social and environmental change factors, including aging, low birth rate, increase in single-person households, multicultural society, Fourth Industrial Revolution technologies, expansion of social services, increase in international development aid, growth in citizen participation, corporate ESG (Environmental, Social, and Governance), and the climate crisis. Based on this analysis, the paper presents key impact indicators and core competencies for volunteering, such as: elderly care support systems, diversification of family types and parenting methods, community lifestyles, expansion of interculturalism, restoration of human connection, diversification of volunteer services, international volunteer activities, expansion of volunteer domains, ambiguity of volunteer areas, and response to the global environment. Based on these findings, the paper proposes corresponding strategies for the volunteer ecosystem to facilitate the diffusion of a sustainable and healthy volunteer culture.
