행정서비스 공동생산 개념정립 및 유형화에 관한 탐색적 연구: 지방자치단체 사례를 중심으로

정책과정 및 행정서비스에의 민간참여의 증가는 전통적인 정부 역할의 한계에 대한 인식이자, 다양한 사회의 요구와 난제를 해결하기 위한 필연적인 결과이다. 최근 민간참여의 질적 제고 차원에서 공동생산의 필요성이 강조되고는 있으나, 관련 연구의 미진함으로 인해 다른 민간참여와 구별되는 공동생산의 명확한 개념 및 기준조차 확보되지 못한 상황이다. 본 연구는 이론적 논의를 토대로 공동생산의 개념을 정립하고, 이 과정에서 도출된 공동생산의 6가지 개념적 구성요소를 분석기준으로 발전시켜 민관협력 사례를 분석한 후, 정책적 차원에서의 개선방안을 제시하였다. 244개의 민관협력 사례에 대한 참여시기의 전과정성, 역할의 균형성, 민간참여의 자발성, 상호작용의 상시성, 책임성, 지속가능성을 평가한 결과, 참여시기의 전과정성을 충족한 사례는 34개에 그쳤고, 6개 기준 모두를 충족하고 있는 사례는 12개에 불과했다. 12개 사례에 대한 심층 분석의 결과, 해당 사례들 간에는 정부와 민간의 역할 균형성, 지속가능성 및 책임성 확보의 정도가 차이가 있음을 확인하였다. 분석결과를 바탕으로 본 연구는 행정 현장에서의 공동생산의 명확한 개념 정립을 위한 교육체계 확보, 민간참여의 자발성 확보를 위한 해당 사업 관련 캠페인･토론회･실무협의 개최, 조례제정 및 공동생산 전담조직･인력 확보, 사업･정책의 지속적인 성과 창출을 위한 조합･법인 등의 단체 설립 등 구체적인 정책방안을 제시하였다.
Abstract
The increase in private participation in the policy process and administrative services suggests the limitations of traditional government roles, marked by an inevitable attempt by private parties to address various social needs and difficulties. Recently, the necessity of co-production in order to improve the quality of private participation has been emphasized. However, due to the lack of related research, clear concepts and standards of co-production as distinguished from other types of private participation have not yet been established. This study establishes the concept of co-production based on theoretical discussion, develops as an analytical standard the six conceptual components of co-production derived from this process, analyzes cases of public–private cooperation, and suggests improvement measures at the policy level. After evaluating 244 cases of public–private cooperation based on the entire process of participation, the balance of roles, the spontaneity of private participation, the consistency of interaction, the accountability, and the sustainability, it was determined that only 34 cases met the process of participation time criterion, and only 12 cases met all six criteria. From an in-depth analysis of 12 cases, it was confirmed that there was a difference in the weighting between the government and the private sector, as well as variation in the relative focus on sustainability and accountability. Based on the results of the analysis, this study presents specific policy plans, such as securing an educational system for establishing a clear concept of co-production in the administrative field; holding campaigns, debates, and practical cooperation related to the project to ensure spontaneous private participation; establishing ordinances; securing a joint production organization and manpower; and establishing a union and corporation for the continuous furtherance of business and policy performance.
