대표적인 일선 관료인 경찰의 청렴도가 획기적으로 개선되지 않는 이유는 무엇인가? 이러한 질문에서 출발한 본 연구는 미국의 특정 지역에서 범죄가 유독 많이 발생하는 원인을 기존과는 완전히 다른 새로운 시각으로 분석했던 ‘일상행동 이론’의 틀을 원용하여 경찰업무의 환경 요소들이 경찰 부패를 유발하거나 강화하는 데 기여하는지를 밝히고자 하였다. 재량과 국민과의 접촉이 많을수록, 경찰 역할이 서비스 제공이나 지역사회 문제해결 등으로 확대될수록 부패 가능성이 증가하고 부패통제 시스템이 효과적일수록 부패 가능성은 감소할 것이라는 가설과는 달리, 네 가지 시나리오별로 분석한 결과 재량이나 국민접촉은 부패에 아무런 영향을 주지 않은 반면, 부패통제 시스템의 효과성은 모든 사례에서 부패에 영향을 주었고, 경찰 역할 패러다임은 시나리오별로 각기 다른 영향력을 나타냈다. 부패를 감소시키기 위해서는 부패 통제의 효과성을 높여야 하며 부패 유형별로 적절한 처방이 다를 수 있음을 시사한다.
Abstract
What are the reasons that the police integrity does not reach to the revolutionary improvement? This research began with this question and used the frame of Routine Activity Theory that had analyzed the causes of crimes in the specific areas in the united states with the different perspectives. This study explored which factors of environment where police activities are fulfilled causes or strengthen police corruptions. The hypothesis is that the frequent contacts with people, wide discretion and extension of police role would increase the possibility of corruption. But the results show that contact with people and discretion do not influence the corruption, instead, the effectiveness of control system on corruption and the paradigm about police role influence the corruption. This research suggests that it is necessary to improve the effectiveness of control system and the effective measures against corruption could be different with each case.
