본 연구는 2015 개정 중학교 사회과 지리교육과정의 개발 과정을 비판적으로 분석하는데 그 목적이 있다. 이를 위하여 2015 중학교 사회교육과정의 개발 과정에서 재현된 교육부와 총론 중심의 표준화된 교육과정 개발 체제가 교과교육 전문가의 전문성을 훼손시킨 과정을 기술하고, 2015 중학교 사회과교육과정 개발 과정에서 추가된 독점적인 의사결정구조의 문제를 비판적으로 검토하였다. 교육부와 총론 중심의 의사결정구조는 교과교육 전문가의 판단 재량을 제한함으로써 그 역할을 축소시켰다. 특정 이해집단이 지배하는 독점적 교육과정 의사결정구조는 민주적 숙의과정을 통제함으로써 소모적인 집단 간 갈등을 유발하였다. 교육과정 의사결정 구조가 교과교육 전문가의 전문성을 인정하지 않거나 불공정한 압력과 배제가 가능한 구조라면 지리교육계는 교육과정 개발 과정에 참여하기 전에 의사결정 구조의 플랫폼을 좀 더 개방적이고 민주적이며 공정하게 만드는데 노력을 기울여야 할 것이다.
Abstract
This paper provides a critical review on the decision making structure of the 2015 national middle school social studies curriculum development. It illustrates how the Ministry of Education and the standardized curriculum making system damaged the specialty of the qualified persons in charge as before and points out the authoritarian decision making process especially found in the 2015 process. It finds that the excessive role of the Ministry of Education and the standardized curriculum making system put constraints on the discretion of the qualified persons with specialty. Also, monopolized decision making structure dominated by specific group of persons sharing their interests has generated unnecessary inter-group conflicts by limiting the democratic deliberation process. If the monopolized decision making becomes a perpetual problem in the future, participants representing geography education should put more efforts on changing the decision making structure into a more democratic, open, and fair one instead on simply accepting the top-down decisions.
