중소기업내수지원사업 효율화 방안

중소기업 내수지원사업은 국내 기업 간의 경쟁을 촉발하여 결국 국내 시장의 제로섬(zero-sum)게임을 발생시킨다는 논리에 따라 예산 및 사업수가 감소하고 있는 실정이다. 하지만 내수 지원사업 지원기업의 성과분석 결과 지원기업의 매출, 고용 등 의 성과는 우수한 것으로 나타나고 있으며, 특히 창업기업의 경우 내수지원사업이 시장진입을 하는데 매우 중요한 역할을 담당하고 있음을 확인할 수 있었다. 더욱이 내수지원사업은 지 원 이후 수출 기업으로 양성되는 비율이 지원 이후 6년 동안 25% 수준까지 증가하는 것으로 나타나고 있다. 이와 더불어 창업기업의 수출액이 지속적으로 증가하는 것으로 나타나고 있어 결국 창업기업이 내수시장을 테스트 베드로 활용하여 수 출기업으로 성장할 수 있는 기회를 제공하고 있는 것으로 보 인다. 이렇듯 내수지원사업은 창업기업에 있어서는 매우 중요 한 역할을 하고 있음에도 지원예산 협소, 사업의 다양성 부족 등 문제를 안고 있으며, 이에 대한 해결을 위해서는 단순히 국내시장의 협소에 따른 제로섬게임 측면만을 강조하기보다는 보다 다양한 사업전개를 위한 합리적 예산 증액을 통해 지원 사업의 효율성을 높일 필요가 있다.
Abstract
"The budget and the number of projects are declining due to the fact that domestic business support projects of SMEs induce competition among domestic enterprises and eventually generate zero-sum games in the domestic market. However, the result of analysis of the performance of support enterprises for domestic support project shows that the sales and employment of supporting companies are excellent. Especially, it is confirmed that the domestic support project plays a very important role in start-up enterprises entering the market In addition, domestic support projects show that the rate of being developed into exporting company after the grant has increased to 25% over six years after the support. Since the exports of enterprises are continuously increasing, it seems that enterprises provide opportunities to grow into exports by utilizing the domestic market as a test-bed. Although domestic support projects play a very important role in start-up companies, there are problems such as support budget narrowing and lack of diversity of business. To solve this problem, it is necessary to not only emphasize zero-sum games, but also to increase the efficiency of the support projects through reasonable budget increases for business development."
