정보사회가 전면화 되면서 한국사회의 갈등은 날로 다변화 정교화중층화복합화 되어가고 있다. 여기에 가속적으로 발전하는 기술적 요인의 가세로 사회갈등은 보다 복잡다단하고 불가측한 상황으로 치닫고 있다. 본고는 첨단기술의 발전에 의해 야기하는 현대 사회갈등의 보편적 속성을 개관하고, 기술체계와 사회체계의 상호침투와 통섭을 전제로 하는 기술사회적 갈등에 대한 최적의 접근 방식을 제안한 후, 기술사회적 갈등과 분쟁의 공식 조정기구로서의 국가의 역할 변화를 국가 시장시민사회국제사회과학기술계의 다원적 협치 구도 하에서 점검한다. 나아가 기술사회적 갈등 해소를 위한 구체적 실천 방안을 협의민주주의, 합의문화 창출, 상호침투의 세 차원으로 나누어 검토하면서 ‘복합적 합리성(multiple rationalities)’ 개념에 준거한 기술사회적 갈등 관리의 기본 방향을 제시한다.
Abstract
Throughout the process of transition from industrial to post-industrial stage, social conflicts have been diversified, elaborated, multiplicative and complicated. In addition, owing to the effect of ever-increasing technological development, socio-technological conflicts (STCs) tend to be chaotic and unpredictable. This study attempts to examine general characteristics of the STCs of contemporary Korea, identify the relevant approach to the STCs with reference to the dynamic interaction between the technological system and the social system, analyze the role of state dealing with the STCs within a multilateral conceptual framework of state, market, civil society, global power and professional knowledge community. Next, plausible coping strategies to reduce the STCs - consociational democracy strategy, consensus culture strategy and cross-sectoral interpenetration strategy - are suggested and their merits and shortcomings are discussed. Finaly, the basic principle of conflict resolution of the STCs of a 'high-tech society' are explored in light of the idea of 'multiple rationalities.'
