Abstract

Our society has set certain standards that those who provide products and services should have, and such standards protect the quality of products and services, and the products and services. It provides a certain level of convenience and safety to those who use it. Of these standards, the representative one is the certification standard. However, at present, our certification criteria do not only play a positive role as a device that confirms the convenience and safety of products and services. The operator recognizes the certification criteria as unnecessary regulations that make the business difficult. In addition, it is a regulation that does not reflect changes, and we recognize that it is difficult to grasp the content even if we try to comply with the standard. Therefore, in order to improve these problems, we try to propose the following measures. First, in order to solve the problem of unnecessary or duplicate certification and the cost and time required for certification, system development and certification such as abolition of unnecessary certification system, certification consolidation, extension of validity period, simplification of documents, etc. It is necessary to reduce the burden for authentication by using methods such as cost reduction and support. Secondly, Problems arise that are so vague or abstract that the content of the certification standard cannot be known, or that it is not clear so that a person who applies the certification standard can make an arbitrary judgment when applying the standard. In order to solve these problems, it is necessary to create a new organization that specially examines points such as the clarity of certification standards and consistency with higher-level regulations. Since it is practically difficult to create an organization of the above, the organization can be seen by considering the constitution of the legislation. Thirdly, problems that arise due to enactment / revision procedures that do not reflect technological progress are such that those who are seeking certification can apply for or propose the establishment or revision of certification standards. A solution could be achieved by establishing a provision to ensure that the application or proposal is answered within a certain period of time.
