Abstract
The purpose of the study was to examine the developing process of leading to the implementation of compulsory education in the mid-nineteenth century England and its influences on the beginning of music education from a historical perspective. The government was first involved in elementary education from 1833 by granting money to church schools; however, the compulsory education in England began not until 1870 with the enactment of Elementary Education Act. This paper was focused on tracing this forming 40 years from 1833 to 1870. Although during the early nineteenth-century England, the compulsory education was still far behind other European continental countries, a long period of dynamic tension between the Established Church and the state features a style distinct to England. Especially, the fact that the Committee of Council on Education took a special interest in public music education with an attempt to adopt the French music education system to England is noteworthy. The Committee of Council on Education established in 1839, played a critical role in laying a foundation for the adoption of music as a compulsory education subject in 1872.
