중국 조선족의 독일 이주 연구

이 연구는 독일 남부지역에서 현지조사를 통해 중국 조선족의 이주 경험을 분석한다. 21세기는 이주의 시대다. 국제이주가 빠르게 증가하고 있는 오늘날 중국 조선족은 한국으로뿐만 아니라 전 세계로 이주하고 있는 소수민족으로서 글로벌 서비스 계층이다. 중국 조선족의 해외 진출은 1990년대 중반부터 독일을 중심으로 이주한 이후 전 유럽으로 확대되었다. 독일에는 20세기 후반 두 개의 이주민 흐름이 있었다. 하나는 부족한 노동력을 메우기 위해 1960년대부터 1970년대 초반 남유럽과 동남유럽 국가로부터 초청노동자(Gastarbeiter)를 받아들인 것이다. 다음으로 독일로 송환된 독일인이나 동독이주민은 이민자들의 두 번째 집단을 구성했다. 독일에서 지난 20년은 이주민 통합을 위한 과정이었다. 독일은 2005년부터 이민정책의 모든 측면을 고려해 법적인 규범을 제공하는 새로운 이민법을 시행했다. 조선족의 이주 경험을 요약하면 이들은 유동민족(mobile ethnicity)이자 이주계급(migrant class)으로서 자리매김하고 있다. 독일에 이주한 중국 조선족은 거주민으로 살고는 있지만 시민사회에 통합되거나 시민으로서 정체성을 갖고 있지 않다. ‘그림자’와 같은 존재라고 여기는 것처럼 그들은 제한되고 고립되어 있으며 타자화된 노동자다. 이들이 진입할 수 있는 노동시장은 계층 상승을 기대할 수 없는 서비스업종에 집중되어 있고 독일사회로부터 고립된 상태에서 자신들의 정체성을 지키려 하고 주변화하는 경향을 보이고 있다.
Abstract
This study is about the migration experiences of the Korean-Chinese people living in the southern ares in Germany. This paper analyzes the dynamic formation of migrant classes within this Korean-Chinese, and focuses on mobile ethnicity and migrant workers who have settled in Stuttgart and Tübingen. Two parallel migration flows shaped the immigration to Germany in the second half of the last century: In the 1960s and early 1970s, in response to labour shortages prompted by economic revival, Germany recruited guest workers(Gastarbeiter) from countries in South and Southeast Europe. Ethnic Germans repatriated to Germany, or (Spät-)Aussiedler, constitute the second major group of immigrants. Acquiring German citizenship has been simplified and promoted and a new immigration law from 2005 provides a legal framework that considers all aspects of immigration policy. In summary, Korean-Chinese have been settled in the Germany since 1990's mid and. Based on in-depth interviews with Korean-Chinese migrants, this paper examines their forms of labor, ritual of everyday, collective identity and relations with Koreans within the same community. Finally, This study analyzes how these Korean-Chinese migrants have been adapted to themselves surroundings. They aren't integration and assimilation to the German civil society as the mobile ethnicity and migrant class serviced low stratum and have been demonstrated tendency to isolation and marginality.
