본 연구는 타이완 신베이시 허우통(猴硐) 고양이 마을 사례를 분석하여 국내 소멸 위기 지역 활성화 방안을 모색하는 데 목적이 있다. 허우통 지역은 과거 탄광업으로 번성하였으나 산업 쇠퇴로 인해 폐광촌이 되었고, 이후 지역 주민과 애묘인들의 자발적인 노력에 의해 ‘고양이 마을’로 전환되면서 성공적인 지역 재생 사례로 자리 잡았다. 이에 허우통 고양이 마을의 형성 과정, 주요 관광 정책, 지역 사회의 참여 및 경제적 효과 등을 검토하였으며, 이를 바탕으로 국내 적용 가능성을 평가하였다. 분석 결과, 허우통 사례는 민간 주도의 비교적 적은 자원으로도 성공적인 지역 활성화를 이루었으며, 특히 SNS와 미디어를 활용한 홍보 전략, 상징성 있는 캐릭터 발굴, 관광객 유형별 맞춤형 콘텐츠 제공 등의 요소가 중요한 역할을 하였음이 확인되었다. 또한 지역 주민과 시민단체 간 협력 체계 구축, 관련 인프라 확충, 동물 복지 문제 해결 등이 지속 가능한 운영을 위한 핵심 과제로 나타났다. 허우통 사례를 바탕으로, 향후 국내 소멸 위기 지역에서 이를 극복하기 위한 다양한 시도가 이루어지길 바라며, 본 연구가 그러한 노력에 영감이 되기를 기대한다.
Abstract
This study aims to explore strategies for revitalizing depopulated and declining regions in South Korea by analyzing the case of Houtong(猴硐) Cat Village in New Taipei City, Taiwan. Once a prosperous coal-mining town, Houtong experienced significant decline following industrial collapse. However, through the voluntary efforts of local residents and cat enthusiasts, the area was transformed into a “cat village” and has since become a successful example of community-led cultural regeneration. The study examines the formation process of Houtong Cat Village, key tourism policies, community participation, and the resulting economic impacts, with a focus on assessing the applicability of its success factors to similar regions in Korea. Findings reveal that the revitalization was achieved with relatively limited resources, emphasizing the importance of symbolic character branding, targeted content for diverse tourist demographics, and strategic promotion via social media and digital platforms. In addition, the establishment of cooperative networks between residents and civic organizations, the expansion of infrastructure, and the resolution of animal welfare concerns were identified as essential elements for sustainable development. Based on these insights, the study suggests that the Houtong model offers practical and creative implications for local revitalization efforts in Korea’s depopulating areas. It is hoped that this research serves as a meaningful reference for future initiatives addressing regional decline.
