Abstract
Smart cities are spreading all over the world. In a broad sense, smart city can be said to be a variety of attempts to solve urban problems using digital technology. This study aims to diagnose the possibility of governance according to the development of these smart cities. This study aims to derive what principles should be followed for smart city governance from the digital democracy perspective through an analysis of smart city governance cases in New York City and Taipei City. As a result of the study, first, it was confirmed that existing smart city governance needs to be promoted from a transparent digital democracy perspective. Second, New York City and Taipei City were designed to strengthen trust, transparency, and citizen participation as principles by presenting a vision for the future of governance at a strategic level. Although it differs from city to city, the principles of bottom-up citizen participation and strengthening democracy are well established. Third, as confirmed in the case, it was confirmed that citizen participation is very important in smart city governance in terms of strengthening digital democracy. Bottom-up is the main policy-making principle for Taipei City, and New York City is also expanding the participation of experts and voluntary civic groups from all walks of life.
