China’s political system is not adopted the Constitution`s principle of the division of power on the basis of the socialist principle and nominally recognized People’s Congress with authority of the People’s sovereignty. The Marxism which is the theoretical basis of legislative body has been described relatively integration of the legislative and administrative in the government power. The purpose is because that representative of the people established laws and policies and holds the power, and may exercise original the executive power. This is theoretically service body combine the real power and the ability and represent the people.
