공적개발원조와 사회적 자본, 다문화 공생사회 구축과 ODA 상관성 연구 –일본의 사례를 중심으로–

초록

This article aims to suggest ODA policies which can build partnerships between donor countries and recipient countries by connecting the ODA and multi-cultural symbiotic society, focusing on the Japanese case. Considering that the international society tries to intensify the soft power through public diplomacy, building parallel network which can overcome government driven model and invite various stake holders is strongly needed. To realize the ODA policy which emphasizes the partnership between the recipient countries and donor countries, we should improve the image of Korea by altering Korean peoples’ perceptions of the citizens of developing countries. And at the same time, Korean society should change its perceptions on foreign immigrants who are also required to change their perception on Korean society. To realize multi-cultural symbiotic society and to improve the quality of ODA has everything in common except the spatial difference considering that both of them need to understand the national and cultural differences and to respect the differences. In this vein, realizing multi-cultural symbiotic society can be connected with improving the quality of ODA, which will lead to the ODA policy representing the recipient countries ownership in terms of ‘securing and expanding the social capital’ for the sustainable development of the recipient and donor countries. To conclude, for the sustainable development of the recipient countries and donor countries, we should enlarge and expand social capital, through which we can propel the ODA policy based on the partnership between the recipient countries and donor countries.

Abstract

This article aims to suggest ODA policies which can build partnerships between donor countries and recipient countries by connecting the ODA and multi-cultural symbiotic society, focusing on the Japanese case. Considering that the international society tries to intensify the soft power through public diplomacy, building parallel network which can overcome government driven model and invite various stake holders is strongly needed. To realize the ODA policy which emphasizes the partnership between the recipient countries and donor countries, we should improve the image of Korea by altering Korean peoples’ perceptions of the citizens of developing countries. And at the same time, Korean society should change its perceptions on foreign immigrants who are also required to change their perception on Korean society. To realize multi-cultural symbiotic society and to improve the quality of ODA has everything in common except the spatial difference considering that both of them need to understand the national and cultural differences and to respect the differences. In this vein, realizing multi-cultural symbiotic society can be connected with improving the quality of ODA, which will lead to the ODA policy representing the recipient countries ownership in terms of ‘securing and expanding the social capital’ for the sustainable development of the recipient and donor countries. To conclude, for the sustainable development of the recipient countries and donor countries, we should enlarge and expand social capital, through which we can propel the ODA policy based on the partnership between the recipient countries and donor countries.
