Abstract

This article evaluates the notion of an ASEAN Security Community. ASEAN’s community building initiative is examined in the context of regional, subregional, and national policy strategies to address a shared regional threat of transnational terrorism. The article examines under which circumstances constructivist norms and institutions generate denser networks of cooperation.
