Abstract

The purpose of this paper is to review the present situation of terrorism, and to analyze the counter-terrorism policy in Indonesia. The decision-making process of a country’s foreign policy and its tuning with domestic policy primarily is a diplomatic matter with its counterparts or international environment, but this is also influenced by the country’s domestic environment and intra-political factors. Generally speaking, a weak country’s foreign policy follows the general trend of international environment or strong country’s advocacy. However a weak country’s foreign policy can be changed that is related with domestic resistance and defiance, which can lead to the regime crisis. In case of Indonesia, the Megawati government has pushed ahead with a lukewarm counter-terrorism policy coping with a new situation of international environment, though Indonesia undergone the Bali bomb terror in October, 2002. The Megawati government could collaborate oneself with America’s claim for international cooperation and reinforcement of counter-terrorism policy. Indonesia is one of the biggest Islam countries, and over 90% of the Indonesian people is Muslim, opposed to the reinforcement of counter-terrorism policy. Most of Islam parties still have a strong influence in the DPR (Dewan Perwakilan Rakyat) and MPR (Majelis Permusyawaratan Rakyat), so the Megawati government was not free from the decision- making process of counterterrorism policy.
