Abstract
This study explored if ODA(Official Development Assistance) projects, which were implemented by ‘donors’ including the bilateral organizations in the developed countries and the multilateral organizations, were implemented to the project targets effectively and successfully in the developing countries. To achieve the purpose of the study, it was focused on the Birth Spacing Campaign which was being implemented as a part of the MCH project in Laos. Many rural women in Laos prefer indigenous contraception and abortion than modern contraception methods, which came from their distrust in modern contraception knowledge. Their preference for indigenous and natural contraception/abortion, such as rhythm method, herbal medicine abortion, and induced abortion, can be interpreted to two ways. One is that it is the results of women subordination from the hierarchical and men centered social structure. In men centered society, women should take all the responsibility of pregnancy, so poor women can not help choosing abortion to escape from unwanted pregnancy. The other is that women’s abortion practices can be observed as women’s agency against the training and discipline from the donor’s. Though many Lao-loum women interviewees in rural areas have knowledge about the modern contraception methods, they hesitated to trust and practice them. They did not believe that the modern contraception knowledge can be really helpful to keep their reproduction health. With these reasons, they ignored and withdrew from the modern contraception methods, and came back to the old and familiar contraception and abortion experiences.
