빈곤여성의 창업지원 예산에 대한 성인지적 분석 : 부산시 여성 마이크로크레디트 사업을 중심으로

본 연구는 실효성 있는 여성정책을 개발하고 집행할 수 있는 일선 행정단위인 지방자치단체의 성인지적 예산집행을 다루고자 하였다. 그중에서도 빈곤여성 창업지원을 위한 예산집행을 마이크로크레디트 사업의 사례를 통하여 살펴보았다. 부산시는 별도의 여성발전종합계획과 발전기금을 조성하여 성인지력 향상교육과 성별영향평가를 실시하고 있으며, 여성창업지원과 저소득 여성에 대한 자활프로그램을 개발하고 있다. ‘여성의 사회적 경제적 지위향상’을 광역시의 최우선 정책과제로 삼고, ‘여성창업지원 마이크로크레디트’를 추진하였던 배경에는 정책자금의 배분효과가 가장 분명하고 장기적인 성과를 기대할 수 있기 때문이었다. 분석결과 본래 마이크로크레디트의 대상을 빈곤층 일반에 집중하기 보다는 여성에 집중하여 여성의 빈곤화를 우선 차단하는 것이 보다 효과적일 수 있음을 알 수 있었으나, 창업 이후에도 지속적인 지원이 필요하며 1회적 성과가 아니라 경험의 축적과 정보제공을 통하여 정착할 수 있도록 장기적인 지도가 요청되었다.
Abstract
This paper examines the role of local government in gender budget. In particular, this focuses on what is the meaning of the Microcredit implemented by Pusan local government, Also this paper concentrates on the effect of this project. In short, The impact of this program for woman was stronger than any other program. However, the conditions for a loan are stringent and it was difficult for poor women to fulfill the necessary condition. In the result, the rate of redemption was high, but the availability rate for the poor women was low. In conclusion, in order to empower poor women, this program needs longer support and easier standards for application.
