성인지예산 사업의 성과 결정요인에 관한 연구: 성별영향평가와 여성예산요인을 중심으로

예산사업의 배정과 집행에 있어 성평등을 구현하고 여남 간 차별 없이 평등한 혜택을 받도록하기 위해 성인지 예산제도가 도입되었다. 성인지 예산제도 하에서 각 부처는 성평등 관점에서성인지 예산사업을 발굴하고 이를 집행한 후 성과를 보고하고 있다. 이와는 별도로 사업, 제도, 법규의 성평등에 기여도를 분석하는 성별영향평가제도가 운영되고 있다. 성평등관점에서 두제도가 분절적으로 운영되고 있음에도 불구하고 제도 간 연계를 체계적으로 분석한 연구는 드문 편이다. 이런 관점에서 본 연구는 성별영향평가제도 및 성인지예산에 투입되는 여성예산요인이 성인지 예산사업의 성과를 높이는지를 실증적으로 분석한 후 제도개편을 위한 시사점을제시한다. 구체적으로 성별영향평가를 받은 사업의 성과지표 목표치 달성율이 그렇지 않은 사업의 목표치 달성율보다 높은지 통계적으로 비교분석한다. 또한 성인지예산제도에 영향을 미치는 여성계획예산비율, 여성예산집행비율, 여성계획예산 규모에 대한 분석을 수행하였다. 분석결과 성별영향평가 수행여부는 사업의 실적치증가여부에 부정적인(-) 영향을 미치는 것으로 나타났다. 여성예산집행비율 상승은 사업의 목표치달성여부에 긍정적인(+) 영향을 미치는 것으로 입증되었다. 또한 여성계획예산규모가 클수록 실적치증가여부에 긍정적인(+) 영향을 미치는 것으로 확인되었다. 이를 토대로 성인지 예산사업의 성과를 높일 수 있는 성과평가및 관리체계 개선의 가능성에 관해 검토하고 정책적 제언을 제시한다.
Abstract
The gender-based budget program was introduced to realize gender equality in allocating and executing budget projects and ensuring that men and women receive equal benefits without discrimination. Under the gender-based budget program, each ministry discovers gender-based budget projects from the perspective of gender equality, implements them, and reports the results. Separately, a gender impact analysis and evaluation system that analyzes the contribution of businesses, systems, and laws to gender equality is in operation. Even though the two systems are being operated segmentally from the perspective of gender equality, studies that systematically analyzed the linkages between the systems are rare. From this perspective, this study presents implications for institutional reform after empirically analyzing whether the gender impact analysis and evaluation system and women's budget factors input to the gender- budget enhances the performance of the gender budget program. Specifically, it statistically compares and analyzes whether the achievement rate of the performance indicator target of the project that received gender impact analysis evaluation is higher than the target achievement rate of the project that does not. In addition, an analysis was performed on the proportion of women's planned budgets, women's budget execution rates, and the size of women's planned budgets that affect the gender program performance. As a result of the analysis, it was found that whether or not the gender impact assessment was performed had a negative (-) effect on whether or not the performance value of the project was increased. It has been proven that an increase in the female budget execution ratio has a positive (+) effect on the achievement of the project's target. In addition, it was confirmed that the larger the women's planning budget, the more positive (+) effect on the performance increase. Based on this, the possibility of improving the performance evaluation and management system that can improve the performance of the gender-sensitive budget project is reviewed, and policy recommendations are presented.
