본 연구는 역대정부마다 상이하게 나타나는 국가균형발전정책의 다양한 추진과정과 성과들을 비교분석하고지역격차 해소의 측면에서 경험적 자료들을 통해 그에 대한 평가를 시도해보는 데 목적을 두고 있다. 이와 같은 연구목적을 달성하기 위해 본 연구에서는 역대정부의 국가균형발전정책을 수도권-비수도권 간 지역격차의 완화라는 단일한 정책목표에 초점을 두어 질적, 양적 측면에서 분석, 평가하는 작업을 시도한다. 본 연구의연구결과를 요약하면 다음과 같다. 역대정부의 국가균형발전정책은 초기의 불균형성장이론에 근거한 정책에서 출발해 노무현 참여정부를 지나면서 서서히 균형성장이론에 근거한 정책으로 전환되어 갔으며, 그 정책기조는 대부분 제4차 국토개발계획(2000-2020년)에 반영되었다. 본 연구의 경험적인 비교사례분석의 결과, 그와 같은 정책기조의 변화는 긍정적, 부정적 결과가 공존하는 이중적인 결과를 가져왔음을 알 수 있다. 먼저 적어도 생산, 고용, 소득, 재정 등 7개 부문의 수도권-비수도권 간 격차 지표 중에 생산, 소득, 재정, 인구 부문의격차 지표가 최근 정부로 올수록 개선되고 있음을 확인할 수 있었다. 하지만 균형발전정책이 획일적인 평등주의에 입각한 지역 간 나눠 먹기식의 자원배분에 얽매이게 만듦으로써 결국 국가적인 차원에서 지역 간 중복투자의 발생과 같은 자원의 비효율적 배분을 낳는 등 많은 문제점을 낳기도 했다.
Abstract
This paper aims to make a comparative analysis for various types of processes and performances ofbalanced regional development policy varying over the past governments and to evaluate them throughthe analysis of empirical data in light of the resolution of regional disparity. To achieve those researchgoals, it attempts to analyze and evaluate the balanced developmental policy of the past governments witha focus on the single unitary policy goal of the relief of regional disparity between the Metropolitan andthe Non-Metropolitan Area. Balanced regional development policies of the past governments had begun to move gradually fromunbalanced growth theory to balanced growth theory while passing through the Roh Moo-hyungovernment, and finally such policy direction had been reflected mostly into the Fourth National LandDevelopment Plan(2000~2020). According to the research outcome of this empirical comparativecase analysis, such a change in policy direction created somewhat contrasting outcomes in which bothpositive and negative outcome coexist. First of all, it seems to contribute to getting indicators of foursectors(production, income, public finance and population) among seven sectors representing regionaldisparity between Metropolitan and Non-Metropolitan gradually improved over time. However, it also,by contrast, brought about many problems including inefficient resource distributions like overlappinginvestment etc. by making balanced regional development policy rigidly stick to the pork-barrelingresource distribution based upon standardized egalitarianism.
