유럽연합의 초국적 축적체제의 발전과 금융시장 통합

본 논문은 유럽연합의 금융시장 통합의 특징과 문제점을 초국적 축적체제의 형성과 발전이라는 관점으로부터 추적하면서 재구성하려고 한다. 주지하듯이 1980년대 중반 이후 역동적으로 전개된 유럽통합의 과정은 생산·교역·금융의 영역에서 경제적 공간의 근본적인 재편을 낳고 있다. 1993년 상품, 서비스, 자본, 노동력의 자유로운 이동을 가져온 단일시장이 출범했으며, 1999년 단일화폐가 도입됨으로써 경제화폐연합이 완성되었다. 21세기에 들어서는 금융시장의 통합이 적극적으로 추진되어 왔다. 유럽통합의 역동적 과정은 기존의 국민국가적 축적체제와 질적으로 구분되는 새로운 형태의 초국적 축적체제를 발전시키고 있다. 유럽연합의 금융시장 통합은 무엇보다 이 초국적 축적체제에 금융주도적 성격을 부여하려는 시도로 해석된다. 그러나 최근의 금융위기가 드러내듯이 금융주도적인 초국적 축적체제의 안정성은 심각하게 의심받고 있다. 이번 금융위기는 유럽연합에서 금융주도적 축적체제의 발전이라는 목표 자체를 상당 부분 재검토하게 만들 가능성이 없지 않다.
Abstract
This paper analyses and reconstructs characters and dilemma of the integration of financial market in the EU from the context of the development of transnational regime of accumulation. A s is well known, the European integration exper ienced a new set of dynamics since the middle of 1980s. With the intensification of the integration the fundamental reorganization of economic space has been occurred in the areas of production, trade, and f inance. The Single European Market launched in the year 1993, and the Economic and Monetar y Union in 1999. At the beginning of this centur y enormous effort were made to the integration of financial market. These dynamic processes of the European integration have been developed transnational regime of accumulation, which differs significantly from the old national regime of accumulation. The integration of financial market is interpretable as an attempt to give a finance-led character to the transnational regime of accumulation in the EU. Nevertheless, as the new financial crisis shows, the stability of finance-led regime of accumulation is strongly in question.
