북한 화폐의 ‘고전적’ 순환 메커니즘 분석 : ‘화폐생산경제로서의 북한 경제’에 대한 이해

본 논문은 ‘고전적’ 북한 경제에서 화폐의 순환, 즉 창조·회전·소멸 메커니즘과 관련, 세 가지 주장을 전개한다. 첫째 ‘고전적’ 북한 경제 역시 화폐생산경제이다. 생산과정이 M–C–M'(M＜M') 으로 정식화된다. 그러나북한에서는 M–C–M'(M＜M') 을 ‘계획’이 통제한다. 또한 M' 가 M 보다 크지 않더라도 생산이 중단되지 않는다. “순소득” 보다 “현물지표” 수행 실적이 더 중요하다. “순소득”의 처분권도 정부가 갖고 있다. 그런 점에서 ‘고전적’ 북한의 경제는 ‘완전’하지는 않은, 다시 말해 ‘제한적’인 화폐생산경제라고 할 수 있다. 둘째, 북한에서 ‘진정한 화폐’는 중앙은행의 채무, 즉 “현금”과 중앙은행에 예치된 “국가예산자금”과 기업의 “무현금”이다. 북한의 화폐는 기업에 대한 중앙은행의 대여를 통해 창조되고 상환으로 소멸하며, “자금공급”과 “생활비”지급, 이자 지급, “국가기업리익금” 등의 납부 과정을 통해 회전한다. 셋째, ‘고전적’ 북한 화폐순환 메커니즘특징은 다음과 같다. 북한 당국은 화폐 창조와 소멸의 균형, 즉 화폐 창조액과 소멸액의 일치와 더불어 “자금”투입량과 회수량의 일치를 동시에 추구한다. 북한에서도 화폐순환과 생산은 긴밀하게 연관되어 있다. 화폐 창조 과정인 중앙은행 대여는 기업이 주도한다. 북한에서도 화폐는 ‘내생적으로’ 창조된다.
Abstract
This paper will lay out three arguments related to the classical circuit mechanism, that is, the creation,circulation, and destruction of North Korea's money. First, the classical North Korean economy also wasa monetary economy of production. The production process could be formulated as M–C–M'(M＜M'). In North Korea, however, the M–C–M'(M＜M') was controlled by the ‘planning’,and the production was not interrupted even if M' was not greater than M. It was more important toaccomplish production indices than to make many profits. The government also had the right todispose of net income (surplus value). In this sense, the North Korean economy was a ‘limited’monetary economy of production. Second, in North Korea, ‘real money’ was the central bank's debt,that is, cash, state budget funds deposited in the central bank, and corporate demand deposit. NorthKorea's money was created through loan of the central bank to enterprises, and it was destroyedthrough reimbursement. It was circulated through funding, the payment of living wages, the paymentof interests, the payment of profits from state enterprises, etc. Third, the characteristics of the circuitmechanism of North Korea’s money was as follows: The North Korean government pursued a balancebetween the creation and the destruction of money as well as the amount of money deposited andwithdrawn in the economy. The circuit and creation of money were closely interrelated. But as centralbank lending, the money creation process, was led by the enterprises. Money was also created‘endogenously’ in North Korea.
