초록

This study examines the impact of normative public diplomacy on foreign public opinion, focusing on South Korea’s Digital Bill of Rights. Using an original survey-embedded experiment with over 600 Indian participants, the study exposed them to two vignette treatments, both within the thematic area of the digital economy: one highlighting South Korea’s advocacy for the Digital Bill of Rights and the other emphasizing its AI-Semiconductor technological leadership. The results show that those exposed to the Digital Bill of Rights treatment had warmer feelings toward South Korea and more positive perceptions of its global role compared to the control group. However, the technological leadership treatment had a stronger and wider-ranging effect. Importantly, participants exposed to the latter expressed greater support for bilateral cooperation with South Korea, while the normative leadership treatment did not significantly impact support for cooperation. These findings suggest that while normative public diplomacy helps foster goodwill, messages about technological leadership are more effective for promoting concrete cooperation on specific issues. The research underscores the importance of leveraging a variety of message content in public diplomacy.
