초록

The 2024 Korea-Africa Summit marked a transformative moment in South Korea's foreign policy, as the country hosted its first multilateral summit specifically with African leaders. This paper critically analyzes South Korea's public diplomacy strategy and future prospects in Africa following the summit. It suggests that South Korea should develop an integrated and culturally sensitive approach, emphasizing localized initiatives, educational diplomacy, collaborative platforms, and the exchange of young experts, while leveraging its middle-power status to establish itself as a trustworthy development partner. Through a detailed analysis of South Korea's historical and contemporary engagement with Africa, the study highlights both the opportunities and challenges that lie ahead. The paper also compares the public diplomacy strategies of major global powers—China, the United States, Russia, Japan, and India—in Africa, identifying key lessons and potential pitfalls for South Korea. The findings suggest that while South Korea has made significant strides in cultural diplomacy and development cooperation, it must develop a more integrated, sustainable, and culturally sensitive approach to public diplomacy. By localizing its initiatives, expanding educational diplomacy, and leveraging its middle-power status, South Korea can position itself as a credible and trustworthy partner in Africa’s development. This paper offers strategic recommendations to enhance the effectiveness of South Korea's public diplomacy in Africa, ensuring that the momentum generated by the 2024 Summit translates into long-term, mutually beneficial partnerships.
